Snowmass Considers Urban Renewal Plan for Base Village, ADN

ASPEN SNOWMASS REAL ESTATE - After months of inaction on the stalled Base Village development, Snowmass officials have revived an idea that could lead to the condemnation of the project.Snowmass Village Town Council decided Monday night to look into the potential costs and time frame of creating an urban renewal authority, a quasi-governmental body that would have power within a specific geographical area to do things like acquire and condemn property, issue bonds and take on redevelopment projects.The council heard a presentation from attorney Paul Benedetti from Boulder, an expert on urban renewal authorities. Benedetti had spoken to the council about the topic in September 2009, but at that time they decided to take no action.“Now, in February 2010, there does not appear to be a solution for moving forward with development of Base Village,” read a memo from Snowmass Town Manager Russ Forrest to the council. “Council has again asked to have a conversation about the process to determine if a URA is a potential tool to facilitate development to move forward in Base Village.”
