The value of building permits issued by the city of Aspen through February is lower than in the first two months of any year since 2006.The city issued building permits for construction projects worth $24 million for the first two months of this year, according to chief building official Stephen Kanipe. That compares with $85 million worth of permits issued by the city during the first two months of 2008 and $36 million worth of permits in 2007.This year’s numbers are closer to 2006, when $25 million worth of permits were issued by the end of February.
