Winter is always an off-time for construction, but the economic downturn has left construction work unusually thin in the Roaring Fork Valley, where the building boom had long made construction a year-round activity.The downturn has local contractors looking farther afield for jobs, outside contractors eying work here, and contractors are bidding on public works projects and small fixer-uppers they once turned down. “This is the worst I’ve seen since 1975,” said Rick Stevens, CEO of Aspen Earthmoving. “It’s not just construction. It’s everything.”
