ASPEN – Pitkin County planners and bureaucrats are considering several questions as part of a periodic revision of the county’s land-use codes….The revisions are linked with the updating of the Aspen Area Community Plan, which also is under way in the halls of the city and county governments. The use of TDRs – Transferable Development Rights – has ramifications for growth in the urban areas of the county as well as in remote, rural regions, said senior county planner Cindy Houben on Tuesday…The TDR program was linked to the creation of the rural and remote zone district, which was intended to limit growth in the outlying parts of the county by giving landowners a way of earning money from their investment in the land without building on it.
