While the Pitkin County assessor is using an inflation factor for property values through June 30, 2008, his counterpart in Eagle County stopped using one in Basalt in the fall of 2007.Eagle County Assessor Mark Chapin said his office stopped using “time adjusted” values for condos and townhouses in Basalt effective Sept. 30, 2007, and for single-family residences effective Oct. 31, 2008. The county line runs through Basalt, leaving part of it in Eagle and part of it in Pitkin.Pitkin County Assessor Tom Isaac said he believes the real estate market was still appreciating halfway through 2008, even though some in the real estate community contend the market began to sputter in the fall of 2007 — the same time Eagle County nixed its time-adjusted rate.
