“Without having spoken to any USFS officials, I’d have to believe they were shooting for more …however, uncertainties on the City of Aspen approval process, its duration and uncertanties with associated development costs likely contributed to the discount buyers were able to get. The properties are not in the center of West End, more peripheral with a longer walk into town but closer to public transportation options, and that area is less “tested” for vacant lot and new construction development.
